What exactly is an empire: they are states and political systems that exercise a coercive power. They usually have one ruler that is the head of the state and the people in the state. The Persian Empire was the biggest and most impressive empire of the world. Unlike anyone else before, their monarchy started taxes and importing and exporting. The start of that is what really pushed this empire to be bigger and better than anyone else.
The greeks were also expansive people but instead of being all together in an empire, they were located in close distance to each other. They had a new way of thinking: citizenship. The people were all equal ruled under one law.
